Digital Logic ICs are CMOS devices. All their unused inputs must be connected to ground or the positive power supply (+ voltage). A circuit may work if you don't do this, but unconnected inputs act like tiny antennae that can switch logic chips off and on. This can cause erratic operation and excessive current drain.
